Citation: On Monday 6/28/10, after Checking the plants Pre-op records and saw that everything was found acceptable. I inquired if I could do an inspection on the kill floor and was told yes. I went to the kill floor with my flashlight and observed the following deficiencies. The large splitting saw had dried blood and fat on the saw frame, blade and blade guides, The particles were of various size and to many to count I applied US reject tag #B34755653. I preceded to the Gut Cart and the offal pan had large fat smears and dried blood on the food contact part of the pan. I applied US reject tag #B34755641. I also noticed that there were two aprons hanging on the kill floor the aprons were dirty with manure and blood and what appears to be mold on the back side of the aprons. I applied Us reject tag #B34755642. I than Notified [redacted] of my findings and informed him that the plant could not perform any slaughter actives until the deficiencies were corrected. Past Similar NRs - Previous Ineffective Plant Actions: clean up person not cleaning properly NR: 3-2010 dated 4/13/2010

Regulation:

416.13(a) Each official establishment shall conduct the pre-operational procedures in the Sanitation SOPís before the start of operations.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
