Citation: On 2/27/2012 , while performing heat
treated not fully cooked , not shelf stable , I was reviewing plants
HACCP plan. I observed that the HACCP plan was referring to a CCP ,
frequency and critical limits that have not been validated . The CCP
, frequency and critical limits referred to in the HACCP plan was a
study published at the Texas A&M university , study named
,Alternative cooling Procedures for Large Intact Products to Achieve
Stabilization Microbiological Performance Standards, On a previous
date discussed this issue with Plant and were informed of the need
to validate , supporting documentation. At the time of our
discussion plant advised that they were going back to Appendix B for
supporting documentation and CCP , frequencies and critical limits ,
which at this time the plant has failed to do.
This is a deviation from plants HACCP plan for heat treated , not fully cooked , not shelf stable and a noncompliance with meat and poultry regulation 417.5(a)(3).
Failure to control this type of noncompliance could result in further regulatory and or administrative control measures.
A regulatory control action was taken on 17 whole hams , 6 daisy hams, 34 ham hocks and 8 shoulders using retained tag number B38685271.
417.5(a)(3) Records documenting the monitoring of CCP’s and their critical limits, including the recording of actual times, temperatures, or other quantifiable values, as prescribed in the establishment’s HACCP plan; the calibration of process-monitoring instruments; corrective actions, including all actions taken in response to a deviation; verification procedures and results; product code(s), product name or identity, or slaughter production lot. Each of these records shall include the date the record was made.
