Citation: On Thursday, 6/9/2011 at approximately 0930 hrs after proceeding to the upstairs cooler to release a bovine carcass that had been retained pending results on a TB submission, I noted that the carcass had an off odor. The carcass had been stored in the downstairs cooler off of the slaughter floor since Monday, 6/6/2011 and just been brought to the upstairs meat cooler around 0730 hours. FI [redacted] and I requested a thermometer from [redacted] and took the temperature of the carcass in two spots. One surface temperature was 46.7 degrees F and another surface temperature was 48 degrees F. In the HACCP plan, carcasses are to be chilled below 45 degrees F. The establishment failed to meet their criteria in their HACCP plan. These temperatures were taken after three days of cooling. The carcass was in the upstairs cooler quartered and was retained with 4 US Retained tags: #'s B38-869248, -869247, -685295 and B39-444005. This was a violation of 9CFR 416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP's. [redacted] was notified of the non-compliance. There was no indication the plant had identified this non-compliance.
