Citation: On 10/19/2010 at approximately 0650 while performing while performing 01B02 procedure, after the establishments preoperational sanitation procedures were completed. I observed the following deficiency on the slaughter floor: The offal area of the viscera/offal cart was covered with a residual layer of fat and blood from the previous days production. No regulatory action was taken on this noncompliance as the slaughter employee immediately cleaned and sanitized the equipment. I informed Mr. [redacted] of this noncompliance and that an NR would be issued. This noncompliance does not meet the regulatory requirements of: 9CFR 416.13 (a) Each official establishment shall conduct the pre-operational procedures in the Sanitation SOP's before the start of operations 9 CFR 416.4 Sanitary operations. (a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product 9 CFR (d) Product must be protected from adulteration during processing, handling, storage, loading, and unloading at and during transportation from official establishments.

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOPís.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(d) Product must be protected from adulteration during processing, handling, storage, loading, and unloading at and during transportation from official establishments.
