Citation: HAT Category V and VIII-Handling of Suspect and Disabled and “Stunning Effectiveness”[newline]At approximately 1215 hours, when conducting Category HAT verification procedure in the barn, I observed the following noncompliance:[newline]There were two market hogs in the suspect pen for veterinary disposition due to being non-ambulatory disabled (NAD). One hog (Hog A) was paraplegic and was contained in the black sled designated for U.S, Suspect animals. The other hog (Hog B) was lying down on the ground but was able to partially lift the front half of its body and able to ambulate on it forelimbs and drag its hind limbs, which appeared nonfunctioning. The establishment was to knock the latter hog (Hog B), to minimize the amount of trauma and excitement for both animals. When the responsible plant personnel, entered the US Suspect pen, Hog B began ambulate on its forelimbs around the suspect pen away from the plant personnel. When he was in position to stun the animal, Hog B moved its head and the captive bolt went through the pigs face in the area between the rostral bone and medial canthus of the eye. Thus the establishment was ineffective in immediately rendering this animal unconscious. At that point, Hog B was able to alternate between being partially and fully ambulating around the suspect pen. It was unable to be restrained by the establishment personnel for at least 2-3 minutes. During this time, the animal was bleeding from its wound and the right nostril. This hog was stressed and excited, this opposes the goals of effective stunning of the animals “to be rendered insensible to pain (unconscious) by a single blow or gun shot or an electrical, chemical, or other means that is rapid and effective”. It took several minutes for the establishment to stun this animal with a combination of corrective actions and lack of effective restraint. Therefore, the establishment failed to comply with federal regulatory requirements 9 CFR 313.2(f).

Regulation:

313.2(a) Driving of livestock from the unloading ramps to the holding pens and from the holding pens to the stunning area shall be done with a minimum of excitement and discomfort to the animals. Livestock shall not be forced to move faster than a normal walking speed.
