Citation: On 2/15/2012 at approximately 23:00 hours I performed the tasks to verify the sanitation performance standards for the establishment in the bulk grinding room and also the course ground room thats located next to the main combo bin weighing room.The following conditions were observed during the inspection:
1.) In the bulk grinding room the protective light bulb covering of the large light that's located directly over a bulk ground beef conveyor is broken and has a large hole in it.
2.) Also in the bulk grinding room there is a portion of the ceiling and also a ceiling beam with areas of heavy flaking white and gray paint that are both located directly over where bulk ground beef travels up the conveyor and open mixer worm into the last fine grinder.
3.) The ceiling in the room where the cleaned and sharpened knives are kept has a heavy flaking of paint.
4.) In the course ground room there is a beam with areas of rust and a heavy flaking of paint. This beam is located just behind and also along the stairs that are in this room. Product passes under this beam on a regular basis.
5.) Under these same stairs there are some areas of a build up of what appears to be dust. They have a lint like appearance and are hanging down from the back of the stairs. Product is opened up near these stairs where they are then sent up a small conveyor into the grinder. QA Supervisor Mr. [redacted] was notified and then shown the non-compliances.
9CFR 416.2(b) states in part: Establishment buildings, including their structures, rooms, and compartments must be of sound construction, be kept in good repair, to allow for the processing, handling, and storage of product in a manner that does not result in product adulteration or the creation of insanitary conditions.
9CFR 416.4(b)(1) states: Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
Continued failure to comply with these regulatory requirements could result in further regulatory or administrative action.

Regulation:

416.1 Each official establishment must be operated and maintained in a manner sufficient to prevent the creation of insanitary conditions and to ensure that product is not adulterated.

416.2(b)(1) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
