Citation: At approximately 0520hrs.after plants pre-operational sanitation and prior to the start of operations while performing an O1B02, I observed in the ham/Injection department, at the small injection unit, inside the unit between the white needle frame and inside wall tiny pieces of fat. A couple feet from the injector unit, I observed similar pieces of fat on a conveyor belt, the pieces of fat were under the belt and on the framework. I immediately took regulatory control action by applying USDA Retain/Reject tags # B20508293 (conveyor), and # B24893982 (Injector). I informed Mr. [redacted] Supervisor of the non compliance. Mr. [redacted] instructed an employee to clean the units. When sanitary conditions were restored, regulatory control actions were relinquished. The plant is not meeting 9 CFR 416.13(a) & 416.4(a).

Regulation:

416.13(a) Each official establishment shall conduct the pre-operational procedures in the Sanitation SOP’s before the start of operations.

 416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
