Citation: At approximately 0820 hours, while performing an unscheduled 03G02 procedure, Dr. [redacted] and I observed the following: On 10/28/2010, the establishment failed to initial the results of the direct observation of the monitoring of CCP 1 for the Fully Cooked Not Shelf Stable product Scrapple (Lot 102810). Additionally, on 10/6/2020 the establishment failed to record that the Sweet Sticks (Lot 10610A) and the Regular Sticks (Lot 10610B) were packaged at 40 degrees Fahrenheit or less. The final temperature recorded for the Sweet Sticks was at 5:15 pm with a temperature of [redacted] degrees Fahrenheit and the final temperature for the Regular Sticks was at 5:15 pm with a temperature of [redacted] degrees Fahrenheit. We reviewed the establishment's HACCP plan for Fully Cooked Not Shelf Stable. The establishment's critical limit for CCP 2 Chilling states that [redacted] We verbally notified Mr. [redacted] Plant Manager, of the non-compliance. The establishment is not complying with 9CFR 417.5(a)(3) and 417.5(b). A similar NR, NR 30-2010-17466 was documented on 10/20/2010. The preventive measures of developing a new form were either not effective or were not implemented.

Regulation:

417.5(a)(3) The establishment shall maintain the following records documenting the establishment’s HACCP plan: Measures to prevent recurrence are established

417.5(b) Each entry on a record maintained under the HACCP plan shall be made at the time the specific event occurs and include the date and time recorded, and shall be signed or initialed by the establishment employee making the entry.
