Citation: December 5, 2010 07:25 hours While performing a preoperational inspection procedure of the picking line, I observed a white, powdery residue, similar to a soapy solution that has been allowed to dry, on the underside surfaces of several metal shackles between the first two feather picking machines. I rejected the picking line by applying the Food Safety and Inspection Service (FSIS) Form 6502-1 #B39718916. I immediately informed the evisceration department's manager, Mr. [redacted] of the noncompliances verbally and directed him to postpone the start of slaughter operations until the picking line had received a thorough rinse with potable water delivered by the automated shackle washing device. As this was a preoperational inspection, no product was observed to have been involved. This constitutes a failure to comply with the United States Code of Federal Regulations, Title 9, Chapter III, Section 416.13(a) and the FSIS Directive 5000.1, Revision 3, Appendix A. Past Similar NRs - Previous Ineffective Plant Actions: Failure to monitor the implementation of preoperational inspection tasks. NR: 69-2010 dated 8/22/2010 This document serves as written notification that failure to comply with regulatory requirements may result in additional regulatory and/or administrative action(s).

416.13(a) Each official establishment shall conduct the pre-operational procedures in the Sanitation SOPís before the start of operations.
