Citation: Today at about 0701hours during my pre-op inspection time, I observed a plant worker pull out one of the three not fully cleaned light brown color containers size about 15"x24" from the containers storage room and put it near to one of the raw poultry boning/processing table for preparing poultry processing operation. I closely inspected all 3 light brown color containers, and I found that all 3 containers were still attached with some old dried black color residues at the inner and outer surfaces. I tagged all 3 light brown color containers with the U.S.REJECTED tag # B40198707. Plant manager Mr. [redacted] was immediately notified and shown of the noncompliance. Mr. [redacted] immediately put those 3 containers back to the storage area for cleaning. At about 8:00am. Mr. [redacted] asked me to re-inspect that 3 tagged containers at the storage room inside the evisceration area. I detached the tag #B40198707 after I found all 3 containers were cleaned and sanitized thoroughly. Plant SSOP-page 1. Section I. A-3a states: [redacted] Failure to meet the federal regulatory requirement of the 9 CFR 416.13(c) which states: Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP's. Failure to meet the federal regulatory requirement of the 9 CFR 416.4(a) which stated that all food-contact surfaces must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product. Past Similar NRs - Previous Ineffective Plant Actions: The written response for this NR has not been returned and answered yet. NR: 24-2011 dated 8/9/2011

Regulation:

416.13(b) Each official establishment shall conduct all other procedures in the Sanitation SOPís at the frequencies specified.

416.3(a) Equipment and utensils used for processing or otherwise handling edible product or ingredients must be of such material and construction to facilitate thorough cleaning and to ensure that their use will not cause the adulteration of product during processing, handling, or storage. Equipment and utensils must be maintained in sanitary condition so as not to adulterate product.

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOPís.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
