Citation: On Nov 1, 2011, at approximately 0620 hours, after the establishment had completed their pre-op sanitation inspection and prior to the start of the operation, I performed a hand-on pre-operational sanitation inspection in order to verify that EST#18860 was meeting the requirement. The following non-compliance was observed in the eviscerating/processing room: (1) Surface area of the knee paddle section and the underside basin of the hand washing sink were greasy with old residue. A regulatory control action was initiated (U.S. Reject Tag# B38033432) to restrict the use of the hand washing sink until corrective action could be performed. (2) Underside of the top shelf of the stainless steel table across the edible cooler was badly rusted and also old residue built up on the corners. Giblets were occasionally kept on the bottom shelf, directly exposed to the underside of the top shelf. A regulatory control action was initiated (U.S. Reject Tag#B38033433) to restrict the use of the table until corrective action could be performed. Both evidence was shown to the floor supervisor, [redacted] No edible food product was involved. This is a non-compliance with Regulation 9CFR 416.13 and 416.4 (b). Continued failure to meet regulatory requirements would lead to further enforcement actions.

Regulation:

416.13(a) Each official establishment shall conduct the pre-operational procedures in the Sanitation SOPís before the start of operations.

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOPís.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
