Citation: AT approximately 1055 hours the following condition was observed ; In the establishment shipping/packing area there is a stainless steel bin containing potable ice used in chilling product that has been FSIS inspected. This bin is positioned in front of the evisceration processing/inspection room entrance. Observed an employee fill a shovel with ice contained in the stainless steel bin and pour the ice over a bin containing' Silkies" Poultry finished product; located adjacent to the inspector station. After depositing potable ice onto product; the employee used the same portion of the shovel the ice is filled and preceded to hit and turn off the water valve located on the upper portion of the evisceration inspection station. The employee walked over to the stainless steel bin containing potable ice and placed the shovel directly into the ice. At the time of inspection; no product was affected due to conditions observed. The stainless steel bin containing potable ice retained and tag # B37802743 applied. The shovel was rejected, tag #B37802743 applied. Establishment Vice President Mr. [redacted] immediately informed of the creation of insanitary conditions observed and that regulatory action will remain in effect until the establishment performs corrective action. Mr. [redacted] was informed of failure to meet 9CFR416.1 requiring the establishment to operate and be maintained in a manner sufficient to prevent the creation of insanitary conditions and to ensure product is not adulterated 416.13(c) requiring establishments monitor daily the implementation of the procedures in the Sanitation SOP's 416.4(d) requiring that product be protected from adulteration during processing, handling, storage...... Establishment SSOP signed and dated 7/3/10 under "Operational Inspection" states: "[redacted].

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.4(d) Product must be protected from adulteration during processing, handling, storage, loading, and unloading at and during transportation from official establishments.
