USDA Inspection Report: 28 Mar 2011

Violation:  416.13(a), 416.4(a)

Citation: On 3/28/11, at approximately 0745, while performing a pre-operational inspection in the processing department, the following non-compliance was observed: two large pieces of fat (2-3 cm long) and two smaller pieces of fat (0.5 cm) from the previous day's production were observed on the straight cutting blades at the end of the Dapec line. Additionally, a small piece of fat and several pieces of unidentified foreign material were noted one of the plastic belts near the Dapec machine. This is a violation of but not limited to 9CFR 416.4(a) and 416.13(c). The Dapec machine was locked out with a USDA lock so no Reject/Retain tag was placed. QC Supervisor was verbally notified that a noncompliance record would be issued. The blades were immediately removed to be rewashed and sanitized and the plastic belts were washed and sanitized as well. Prior to performing the pre-operational inspection, I asked if the processing department had been inspected and released for USDA sanitation verification, she stated that she was ready for inspection. I also checked the QC records, which indicated that the product contact surfaces in the processing department were checked and found to be acceptable at 0410. This NR is linked to NR # 06-11, issued 01/24/2011, for the same root cause.

Regulation:

416.13(a) Each official establishment shall conduct the pre-operational procedures in the Sanitation SOP’s before the start of operations.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
