Citation: At 0740 hours during a scheduled pre-operational sanitation review the following noncompliance was observed in the Processing Room. 1) In the hopper and on the internal surfaces of the throat of the grinder were small pieces (1/4 inch or less) of dried meat and fat. 2) On the blade of the slicer and surrounding surfaces were small pieces of dried meat and fat (1/4 inch or less). 3) Small pieces of dried meat (1/4 inch or less) were present on one of the processing tables. 4) Small pieces of dried meat (1/4 inch or less) were observed on the cover of the cuber. These direct product contact surfaces were not properly cleaned and these findings were not noted by the establishment reviewer during their pre-operational sanitation review. All equipment was rejected with USDA tag number B19699429. These findings are in violation of 9 CFR 416.1; the establishment must operate in a manner that will not create an insanitary condition, 416.4(a); all food-contact surfaces must be cleaned and sanitized as necessary, and 416.13(c); for failing to conduct pre-operation sanitation adequately. The establishment SSOP states that "[redacted]. Establishment employees immediately re-cleaned and sanitized equipment in noncompliance and upon rechecking this equipment was released for production at 0750 hours. Further investigation has revealed no linkage with respect to previous noncompliances with the same cause in the recent past.

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOPís.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
