Citation: At 1540 hours during the performance of a scheduled 04C03 procedure I checked a cold storage cooler in the back of the establishment used for Retail or Custom Exempt activities. Upon entrance I observed federally inspected carcasses hanging in this cooler. Product in this cooler is not being monitored during cold storage and there is no recordkeeping being performed in accordance with the establishment's Raw Not Ground HACCP Plan as required. [redacted] . The critical control point is [redacted]. These findings are in violation of 9 CFR 417.2(c)(4) and 417.5(a)(3). US Tag # B21716367 was placed on the entrance door of the cooler in order for retention of all federal products inside. The inventory of the contents in this cooler is as follows: A total of five quartered carcass halves representing lot numbers 1019-B12, 1019-B10 and one half of lot number 1019-B11. I performed a review procedure utilizing the establishment's calibrated thermometer and found the internal temperature of a beef carcass to be thirty-five (35) degrees Fahreinheit. Additionally, this cooler also has a couple of Sanitation Performance Standard noncompliances: 1) The fins on the refrigeration unit are frozen on both sides, the unit itself is in the defrost mode, and liquid condensate is flowing freely from the bottom hole in the drip pan and falling several feet to the floor since there is no drain line connected. 2) The floor is covered in dried blood. Each establishment must be operated and maintained in a manner sufficient to prevent the creation of insanitary conditions and to ensure that product is not adulterated. These deficiencies are in violation of 9 CFR 416.1, 416.2(b)(2), 416.2(d), and 416.4(d). Further investigation revealed no linkage with respect to previous noncompliance with the same cause in the recent past. Corrective actions in accordance with 9 CFR 417.3(a) is required prior to the release of product.

417.2(c)(4) List the procedures, and the frequency with which those procedures will be performed, that will be used to monitor each of the critical control points to ensure compliance with the critical limits

417.5(a)(3) Records documenting the monitoring of CCP’s and their critical limits, including the recording of actual times, temperatures, or other quantifiable values, as prescribed in the establishment’s HACCP plan; the calibration of process-monitoring instruments; corrective actions, including all actions taken in response to a deviation; verification procedures and results; product code(s), product name or identity, or slaughter production lot. Each of these records shall include the date the record was made.
