Citation: At 1030 hours during the performance of a scheduled 06D01 procedure the following Sanitation Performance Standard noncompliance was noted in the High Cooler adjacent to the Beef Slaughter Area. 1) Rust was observed on the tracks of the overhead rail system. 2) The ceiling directly above the rails is dirty with what looks to be a dry brownish substance. These findings are in violation of 9 CFR 416.1, 416.4 (b) and 416.2 (b)(2). The SSOP does not mention a cleaning procedure/frequency for overhead structures in the establishment. However, [redacted] are two items listed on the record (SSOP Slaughter Sanitation Checklist) [redacted]. FSIS expects the establishment to prevent the creation of insanitary conditions within an edible product area (High Cooler) that could result in product contamination with filth or that may render the product injurious to health. Further investigation revealed no linkage with respect to previous noncompliances with the same cause in the recent past. Additionally, these deficiencies were not documented in the establishments Plant Improvement Program (PIP) for correction.

Regulation:

416.1 Each official establishment must be operated and maintained in a manner sufficient to prevent the creation of insanitary conditions and to ensure that product is not adulterated.

416.2(b)(2) Walls, floors, and ceilings within establishments must be built of durable materials impervious to moisture and be cleaned and sanitized as necessary to prevent adulteration of product or the creation of insanitary conditions.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
